Executive Director
Charlie joined IOGA as its executive director in July 2002. His duties include managing the day-to-day operations of the 475 member trade association and overseeing IOGA’s legislative efforts.
Prior to joining IOGA, Charlie spent 29 years with Hope Gas (CNG and then Dominion), where he held a variety of operations, sales and management positions. He had most recently served as Hope’s manager of economic development.
Charlie holds an associate’s degree in higher accounting from Mountain State College (’76) and a BA from Glenville State College (’82). He is also a 1995 graduate of the University Of Oklahoma’s, Economic Development Institute and was recognized for his thesis work relating to the 1990 Clean Air Act amendments. Charlie is also a “Certified Economic Developer”; a distinction held by less than 3,000 individuals nationwide.
In conjunction with his IOGA duties and responsibilities, Charlie serves on the Industry Advisory Board for the Department of Petroleum and Natural Gas Engineering at WVU; serves as vice-chairman to the Public Outreach Committee of the Interstate Oil and Gas Compact Commission; and serves on the Independent Petroleum Association of America’s Liaison Committee. He is also a 2001 graduate of Leadership-West Virginia.
Charlie is an avid sports enthusiast who loves baseball, golf and West Virginia University football. He is a retired baseball umpire with 25 years experience at the professional, collegiate and high school levels having umpired over 1,900 career games. Charlie remains very active as a volunteer in youth soccer, swim, basketball and baseball programs in the Parkersburg, West Virginia area.
Charlie and wife Leone live in Vienna, WV with their eleven-year old son Nathan. Their older son Charlie, age 33, lives in upstate New York.
Office Manager, Meeting Planner
Lori Miller brings a wealth of experience to her work at the Independent Oil and Gas Association of West Virginia, Inc., also known as IOGAWV. She administers the IOGA’s insurance program, which is Highmark Blue Cross and Blue Shield of West Virginia’s largest fully funded insurance program in West Virginia. She is the association’s meeting planner and office manager, as well. Prior to joining IOGAWV in 1995, she had a 17-year career with Cabot Oil & Gas Corporation in Charleston.
Miller is a cum laude graduate of West Virginia State College with an undergraduate degree in marketing; she completed her degree while being employed full-time and raising a family. She is a 2004 graduate of Leadership West Virginia. She is a charter member of the West Virginia Desk and Derrick Club. She serves on the
Board of Directors of Girl Scouts of Black Diamond Council and is a member of Emmanuel Baptist Church.
She has two sons, Jason and Steven, both of whom are graduates of Marshall University and work in the oil and gas industry.
Staff Assistant
Tammy Stuck joined IOGAWV in the fall of 2008. Prior to joining IOGAWV she worked 19 years with a local Charleston, WV attorney. Tammy resides on her farm in Roane County with husband, Jerry and enjoys everything about the great outdoors particularly going for long walks, hunting and fishing, gardening and canning.
Staff Assistant
Dee joined the IOGAWV staff in February of 2003 with 27 years of business experience. Dee is the IOGAWV point of contact for communications, education and accounts receivable. She is a charter member and Past President of the West Virginia Desk and Derrick Club. She enjoys arts and crafts and spending time with her family.
